The answer is yes. Simply create project tasks to represent the blocks of time. Assign them to users. And optionally set a percentage for a popup so you know when the block is nearly complete. This lets you go back to the client for another round.
Multiple consultants can log time to the block. You tell who sees which blocks. And you get an email when the warning first pops up.
